remove the donation issues section

    since the support ticket feature was added and is a more efficient and private way for players to get their payment related issue resolved, i don’t think there’s a need for the donation issues section.

    i just went ahead and removed the entire help section; if someone needs to report a glitch theres a node for that and if someone needs help for a rank you can make a support ticket.
