Implemented Add support, no support and neutral ratings for suggestions/mod apps

Self explanatory, I think it’s a little more useful then the agree and disagree reactions.

A neutral would also be beneficial, but I can see why if it isn't added.

Support. I personally prefer the support, no support, and neutral ratings from Mineverse rather than Skyblock. It would also prevent post farming.

Support, no reason for why it shouldn't be on here. It makes it easier instead of typing support, neutral or no support on suggestions/mod apps.

Full support, I believe these ratings are beneficial. I personally prefer the support/neutral/no support ratings as oppose to the agree and disagree ratings.
